The stale-issues workflow was hitting the default 30 operations limit, preventing it from processing all 2900+ issues/PRs. Increased to 1000 to handle the full backlog. Also pinned to exact v10.2.0 for reproducibility.
- Create script/github/close-issues.ts to close stale issues after 60 days - Add GitHub Action workflow to run daily at 2 AM - Remove old stale-issues workflow to avoid conflicts
- Add contents: read permission for checkout - Use github.token instead of secrets.GITHUB_TOKEN

WARNING: Built-in skills stop loading
BUILTIN_SKILLS is still imported and SkillTool still has a BUILTIN_LOCATION branch, but removing the seeding loop means nothing ever inserts built-in entries into state.skills. As a result, Skill.available() and Skill.get() can no longer surface kilo-config or any future built-in skill.

WARNING: KILO_VERSION validation still checks releaseId
If KILO_VERSION is missing, this guard never fires because it re-checks releaseId. The script then continues with version === undefined and generates invalid release asset URLs.

CRITICAL: Startup migration check points at the wrong data directory
The CLI now stores the database at ~/.local/share/kilo/kilo.db (Global.Path.data uses the kilo app name), but this probe still looks under .../opencode/kilo.db. For existing installs that already have the migrated DB, needsMigration stays true and initialize() waits forever for a sqlite-migration:done event that will never be emitted.
